fix(parcel-sync): use LIMITE_UAT + fetchNomenByPk for county data
fetchCounties() returns 404 — endpoint doesn't exist on eTerra. New approach: query LIMITE_UAT layer for all features (no geometry) to discover SIRUTA + WORKSPACE_ID per UAT, then resolve each unique WORKSPACE_ID to county name via fetchNomenByPk().
